Penin P.E. and specializes in providing Building Department services exclusively to the government sector.Over the last 20 years the firm has maintained a noteworthy track record for their professional management of all phases of the building and permitting process.

In 1992, the firm introduced the outsourcing model to South Florida and engaged in successfully transitioning existing departments to the outsourced method. CAP's pioneering efforts dramatically improved the efficiencyof existing departments and aided in the creation of entirely new building departments in various cities and towns.CAP employs over 70 employees in various offices throughout South Florida and is recognized as the leading provider of Building Department services.

CAP's commitment to excellence includes the guarantee that Professional Building Code Plans Review &smp; Inspection Services are carried out in accordance with the requirements of Chapter's 553 and 468, Part XII, Florida Statutes. As such, all members of our staff are properly certified in the appropriate categories by the State of Florida Department of Business and Professional Regulation and County Offices of Code Compliance. Additionally, our employees retain any additional certifications deemed necessary by the regulating authorities of the governmental entities to whom we provide service. Furthermore, members of our staff are Registered Professional Engineers with the State of Florida with the required certifications, training and technical experience in various engineering disciplines.

Mr. Penin has over 30 years of experience in the field, and continues active in delivering innovative services to all of CAP's existing clients.

• Founder and President of C.A.P. Government, Inc., formerly C.A.P. Engineering Consultants, Inc.
• Served as Chief Utility Engineer in charge of all design and engineering responsibilities for 9 communities throughout Florida
• Served as City Engineer for City of West Miami, City of South Miami and for the Village of Key Biscayne, advising the cities in all engineering matters

Raul V. Rodriguez has over 27 years of experience in providing Building Department Functions in Miami Dade County
